Note Head on obv. might be Athena, rather than Roma. But Roma would make a neat parallel between obvs. of the two smallest denominations: larger of the two would have the head of Roma, smaller the head of Laodicea. Another possibility would be Athena in the sense of Minerva, patron goddess of Domitian.
