Note Stumpf (p. 212 n. 22) gives the coin to the Koinon of Bithynia, but observes that the design suggests an attribution to Heraclea (a similar design occurs earlier at Heraclea: RPC I, 2088). Heracles types also occur at Cius/Prusias ad Mare (RPC I, 2022-5).
