A. Eidelstein, SM 249 (2013), p. 3, reads, probably correctly, as LIB: confirmation required. He goes on to argue implausibly that the portrait of Hadrian is wearing a kalathos (surely it is a die break?); he also reads IZ to the left of the obv. bust but that looks like die damage to us; and finally he suggests the I to the r. of the bust is a nilometer.
