Note AR 86%. 12 coins, 7 obv. dies. On 1 rev. die the inscription is just OB CIVES SERVATOS (S 57, B 18/1928). As the die is otherwise perfectly normal (and the coin shares an obv. die with P P specimens, NY, 7.27), this is probably just an engraver's error.
