The reverse inscription presumably stands for Coloniae Aeliae Capitolinae conditori, continuing the obverse inscription and referring to Hadrian’s foundation of the colony. It is not clear whether or not a legionary number is inscribed on the vexillum, or if so, what it is. LEV has been read in the past (so Kadman 1), and Meshorer speculated about LXF, but no specimen has yet found that is sufficently clear to resolve the question. LXF appears later on the standard on the coins Herennnius Etruscus (Meshorer).

See the discussion by J. Meshorer, ‘An unpublished coin of Aelia Capitolina’, Israel Exploration Society 13.1 (1961), pp. 59-60: he described another piece in the Hebrew University (2.07g) found at Gi’vat Ram in Jerusalem which reads only HA on the obv. and KA on the rev. But the coin, which was acquired by Meshorer, has recently appeared with his other coins in the Heritage Coin sale, where it is probably correctly classified as a coin of Antoninus Pius.

The coins have no indication of mint, but find spots support the attribution according to Meshorer, p. 24 (though some scepticism was expressed by Stein, op. cit. p. 213). Meshorer 6
|
On p. 24, Meshorer referred to the coin as a unique piece; he said that the obverse inscription is illegible, and regarded its attribution to Hadrian rather than Antoninus Pius as conjectural (not in RPC IV online). The club, the only occurrence of the design on the coinage of Aelia, was regarded by Meshorer as referring to Hercules, although he did not explain its choice and Hercules does not otherwise appear at Aelia. However, the reverse inscription does look like CO[ ] – [ ]E(?) C A, so it could well be a coin of Aelia. The obv. inscription looks like Μ Α to the r. of the bust (rather than H A, for Hadrian), and there is a letter or letters to the l. If correctly read, the letters suggest a later emperor (Pius has IMP AN on his very small coins: Meshorer 15), and the obv. portrait does not look much like Hadrian
