Note Dattari read the date on D 3927 from the coin and it seems reasonably clear on the rubbing in DS. The old form of obverse legend may have been carried over with a reused die, see the note on https://rpc.ashmus.ox.ac.uk/type/25668. The reverse type is characteristic of the AE 27 denomination and indeed occurs on an AE 27 of this year with the later obverse legend (https://rpc.ashmus.ox.ac.uk/type/25670). The diameter of the present specimen is given as 25 mm by Dattari and the rubbing in DS measures only 24 mm. Even though the flan is small for the dies it is still difficult to believe that it was intended to be an AE 27.
