Presumably the genitive plural ƐΜΙϹΩΝ that appears on some issues should be understood as a reference to the city itself (τὰ Ἔμεσα, -ων: http://dge.cchs.csic.es/xdge/%E1%BC%9C%CE%BC%CE%B5%CF%83%CE%B1) rather than, say, an abbreviated form of the ethnic (Ἐμισηνῶν).
